Review of the Effectiveness of Part M of the Building Regulations
This report examines one aspect of the regulation of accessibility, namely Part M of the Building Regulations (the section on access and use for people with disabilities). To set this in context, this introduction summarises where these regulations fit into the overall system of regulation of building and development, and briefly describes the scope and coverage of Part M.
It provides a technical evaluation of Part M against the relevant standards in other countries, identifies deficiencies in the minimum standards through consultation with people with disabilities and identifies practical issues that may be impeding the application of the regulation, through discussion with people involved in designing, supervising and constructing buildings, and those involved with enforcing the regulations. A series of recommendations are made to contribute to the Department of the Environment, Heritage and Local Government’s review of Part M.
