Submission to National Council for Special Education Implementation Plan



The Education for Persons with Special Educational Needs (EPSEN) Act was enacted in Ireland in 2004. One of the key provisions of the Act was to provide the legislative basis for the introduction of individual education plans for people with special education needs. While the blueprint has now been established, much of the finer detail of how education plans will be implemented has yet to be finalised.

The National Council for Special Education has a very significant role in education for persons with special needs from birth through adulthood. The critical issue is the delivery of supports to make inclusive education a success for all. There are several priorities in terms of achieving real inclusion, and this submission sets out the views of the National Disability Authority on critical issues and areas that need to be addressed.
