Discussion Paper

This paper looks at some of the barriers to voting for people with sight loss and people with intellectual disabilities. It outlines the legal situation in Ireland for such voters. It reviews alternative approaches in use in other jurisdictions, and how these might be relevant for use in an Irish context.

The paper was developed over 2011 and finalied in 2012 based on reviews of international and local practices on voting.

The NDA has produced guidance on accessible voting centres and on communicating with voters with disabilities.
