Irish Sign Language Act 2017

The National Disability Authority (NDA) has been given responsibility to report to Government on the operation of the Irish Sign Language (ISL) Act 2017, on behalf of the Minister for Children, Equality, Disability, Integration and Youth. This report is a requirement of section 10 of the ISL Act.

To understand how the Act is working for ISL users, the NDA consulted with the ISL community during March 2021 through:

  • Online public meetings,
  • Online surveys; and
  • Invitation for submissions (written or ISL)

To understand how public bodies are implementing the Act, the NDA requested a standard set of information from all relevant public bodies through an online survey, and held meetings with those mentioned in specific sections of the Act.

The final report on the operation of the ISL Act was provided to the Minister in July 2021.

The Department of Children, Equality, Disability Integration and Youth (DCEDIY) subsequently sought observations on the report from all Government departments. The NDA has now amended the report where corrections were warranted and is preparing an ISL translation in readiness for publication.

DCEDIY will manage publication of the report in early 2022. In accordance with section 10(4) of the Act, the Minister will also ensure a copy of the report is laid before each House of the Oireachtas
